It sounds as though you purchased a used iPhone and it's showing Activation Lock. If so, you'll want to reach out to the original owner/seller, and have them complete the steps listed below. You can also find these steps outlined in the following article. These steps are specific to removing Activation Lock from a web browser, which would then give you the ability to set up the device.


Remove Activation Lock on the web if a device is offline
  1. "Go to www.iCloud.com/find.
  2. Sign in with your Apple ID and password.
  3. At the top, click All Devices.
  4. Select the device that you want to remove from iCloud.
  5. Click Remove from Account."


How to remove Activation Lock
