Follow the instructions under "Remove and download the update again" here - If your iPhone or iPad won't update - Apple Support
If it still doesn't work, you'd better contact Apple Support with one of the options below-
First, try removing the update and redownloading it, using the instructions provided in the link.
If you have a computer, use that to update iPhone.
Have you tried updating via a pc or Mac instead?
Update your iPhone using a Mac with macOS Catalina or higher
On a Mac with macOS Catalina or higher, you will use the finder in order to upgrade your iPhone. Make sure to Back up your device before starting the upgrade process.
On a Mac with macOS Catalina or later, you will follow the following steps:
Update your iPhone via a Mac running macOS Mojave or earlier, or on a Windows PC
On macOS Mojave or earlier, or on a windows machine, we won't use the Finder to upgrade your iOS
Instead, we will use iTunes. Make sure to Back up your device before doing any update or upgrade to your phone.
Try a force restart. Press and very quickly release the volume up button, press and very quickly release the volume down button, then press and hold the side button for about twenty seconds. When the Apple logo appears, release the button. The timing is a little tricky, so try it a few times!

Click and quickly release the volume up button

Hold down the power button and DO NOT slide the slider.
Keep holding it down until it turns off.

If you don’t see it:
Make sure you’re connected to Wi-Fi.
Make sure you don’t have any VPNs, Work Profiles, or Beta Profiles
its have this problem and dont updating i alreadu have conected to the wi fi but its still not working
and how can i see or chek if i have vpn or work profile or beta profile how i must hee it if i have someone .
i dont know how to chek it
