I have an ipad with iOS 9.3.5 and kindle app is not able to load. Is there another way to read my kindle books on it?

I don’t think so. Unless Kindle has some sort of web interface.

given the age of your device you may wish to consider upgrading. Devices that run 9.3.5 are pretty old and you’ll likely face increasing issues with apps not working well
