Password Recovery and Multi AppleID configuratoin

Setup new AppleID and linked it to new admin account on macbook air 2022. Added second existing AppleID to a new standard account on macbook air 2022. Know the standard account password but forget the admin account pwd. Verified that both AppleID know and are linked to the macbook.

Followed recommend password reset options at boot up to get back my admin account but it will only offer to use the AppleID linked to standard admin account. If two Apple IDs are linked, why wouldn't I have option to reset using either one. Expected my only option left was to rebuild. Followed steps but only getting install MacOS monteray and not the option to Erace. How can I erase and is there a better way to make both AppleIDs available for any password recovery options?
