15.7 and 16.0

I have the IPhone SE 2020, and I am trying to download IOS 15.7 but it won’t work, I freed up enough storage but I get an error message every time I try to download. Also, my phone turned off my service and says I need an update in order to restore service. I’m not sure if there’s a way to bypass this. I have uses 61 out of 64 gb of storage; my phone won’t let me download IOS 16 because it needs 2.41 gb of storage, though I thought I had more than that.
