Find My Iphone - Lost 13 Pro Max

Hello Apple Folks,

I have lost my iphone 13 Pro Max last month , i tried all possible ways but couldnt get my hands on iphone back. i have received located message twice from Apple Care , both times i logged in icloud and it was showing "Locating" but couldnt located. i tried to cross check from Police through IMEIs but no Sim has inserted till date. Screen Shots are attached as from Apple Care and I Cloud Find My. I wonder how come a person connect my lost phone with internet? Can someone figure this out for me.
