How to run developer mode on iPhon SE second gen with iOS 16?

And to confirm, that iPhone is running iOS 16 (16.0.1), has no profiles loaded, has no iOS beta profile loaded, has been restarted, and has had Xcode cable connected since? If so, I suspect you’re headed for a conversation directly with Apple.
PS: “Of course I read…”. You’d be surprised. Not everybody does. And all I know about this case is what was posted.

Of course I read all the instructions first. I successfully run Developer mode on iPhone 12 and 13. The problem is that the menu is missing on SE gen 2. I am attaching a print screen (In the "security" section at the bottom there should be "Developer mode")
