No. This is fundamentally not possible. For the benefit of clarity, your iPad9 lacks most (if not all) of the required hardware elements necessary to use FaceID.
iPad models supporting FaceID, such as recent models of iPad Pro, have a FaceID sensor (consisting of sensor array of three principal components - an Infrared Dot Projector, IR Flood Illuminator and TrueDepth Camera) - this sensor being absent from iPad models that support TouchID. FaceID also has dependency upon the iPad SoC/CPU for support.

Your iPad lacks the the True Depth Face ID front camera hardware and software that is needed for Face ID to work.
Sorry, but this will never happen for your basic, base model iPad.
ONLY the newest and more expensive iPad Pro models have the True Depth, FaceID front camera hardware and software needed for FaceID to work with those iPad models.

Hello, I am actually using a iPad 9th Generation right now. It doesn’t have Face ID, but it does have Touch ID. The only iPad that has Face ID right now is the iPad Pro.

I wonder if there is a third party app that would help the 9th gen iPad do the Face ID logon?
doubtful apple would allow third party apps to bypass their login process by fascial recognition without the special cameras that faceID enabled devices have.
