apple watch up to date but no option to finish pairing

I have an apple watch 3 that I am trying to pair with a new iphone 13 - when I start the pairing it prompts me to update software, I go through this process and I get to a page that says "Your apple watch is up to date with all the latest bug fixes and security enhancements", however, there is no button to press except for cancel which the unpairs the watch. My iphone has the latest 16.0 software update, I have completely reset my watch, restarted both my phone and watch multiple times, made sure it is not paired with my previous phone, I have tried repairing with my old phone to see if I can then unpair and pair with new phone but get the same software up to date page. I removed the watch from my icloud, and tried manually pairing, all with no luck. Any help is appreciated.
