I downloaded my photos from iCloud to my laptop, but they didn't go into my Photos app—they're just sitting in downloads. How do I move them?

You can use file>import in the photos app, then select the images in downloads.
Or you can do it a better way, and sync photos with iCloud to get them all into the photos library automatically. Together with any edits that might have been previously made. This will download them again though.
