Assuming you mean the "Lock" Screen rather than "Home" Screen.
The Flashlight will not open anything, just turn on the light on the back of the iPhone, but you must hold the flashlight icon down a couple of second for it to turn on.
The camera should open the camera app, but again you need to press and hold on it until it clicks, then let go, and it will open the Camera App.
