App Library won’t open when I slide to the right on iOS 16.1?

I’ve been having problems with the App Library after updating to iOS 16.1 on my iPhone 8. Sometimes it will appear after i turn off and on the phone. It’s starting work for a few minutes after restarting iPhone. I already read this: Organise the Home Screen and App Library on your iPhone – Apple Support (UK)
