Unable to open or put own account in phone

Hi, I have a question to ask. My little brother recently received refurbished phone, he unable to log in or get access through phone because he’s locked out by former owner but we unable to know or find them to unlock them. What I need to do? It’s iPhone 11

Contact Apple. Apple can remove the ID if provided the required paperwork to include the original purchase receipt with the serial number on it.
