Apple Watch 6 gets error updating to watch OS9

Apple watch 6 gets error when updating to watch OS9 after iphone13 was succesfully updated to IOS16.0. Tried recycling power on both to no avail. I cannot unpair the two because iPhone watch app prompts to update the watch before anything else.

An error occurred downloading the latest version of watchOS on your Apple Watch.

Can't update to WatchOS6.1.1. Keep getting "an error occurred installing the latest version of watchos on your apple watch" Have tried all step in this article (https://support.apple.com/en-us/HT204641), I have even changed iPhone as coincidentally bought a new one, and the issue follows. Even tried all steps again with new one..
