Transferring eSim from old iPhone to iPhone 14 Pro

I had 2 eSims on my old iPhone: 1 from AT&T and 1 from Orange.

I have successfully transferred the AT&T eSim to the new iPhone. But the Orange eSim refuses to transfer, giving me a message on the new phone that this eSIM cannot be transferred and I should contact the carrier. But Orange says it should transfer--they have a web page specifically to transfer eSIMS from one phone to another and it appears to work until the new phone says "No." HELP!
