I followed the directions for removing the App, parental controls are not on, and I still can't get rid of an unwanted app. No trash can etc., only allows me to remove it from the home screen

Which app are you referring to? There are quite a few stock Apple apps that cannot be deleted. If this app is one of them, then you may face the issue that you currently have.
If it is not an app developed by Apple, then Double check the following:
You may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW
