Can I get my contacts from a phone that has been damaged
My phone was ran over by a car it still turns on but I can't see the screen. I need to get my contact list if possible from this broken phone

If your screen has been damaged then you are not going to be able to interact with your iPhone. You will therefore not be able to retrieve your contacts based on the current state of your iPhone.
Do you use iCloud for Contacts? If you do, then you can retrieve your contacts, with the use of a computer, from iCloud. From your computer, you can visit 👉 www.icloud.com and then choose the Contacts category. You can export your contacts, from there, to your computer.
