After updating ios 16 offline Siri is not working

In ios 15 offline Siri working but ios 16 not

but ios 15 Siri working in offline mode

commands like hey siri, call mom etc.

When offline mode Siri not working in ios16. below image show however the command like hey siri, call mom not work

when offline but ios 15 working
