Text messages

If you are using iCloud Syncing for messages, the messages are synced to your various devices through iCloud. However, you can't log into iCloud and see them.

If you are not using iCloud for Messages, they are part of your backup. However, there is no way to see individual items in a backup.

If you have your photos synced to iCloud, yes, you can see them by logging into iCloud. I don't know what you mean by "downloads".

If you mean you things you have stored in iCoud Drive, yes, you can see those.
