Your question is a bit confusing. If the phone does not have a SIM and is not connect to a network, it can ONLY make Facetime or internet calls. The exception might be calling emergency services.

Having a SIM in your iPhone 5S does not mean you will be able to make cellular calls on your iPhone 13. It will need it's own SIM.

Yes, you can do it between a phone and an iPad.
