Closed captioning quit working

Closed captioning worked on my Apple 4K (model A2169 64GB) until a week ago. It shows captions are turned on in settings. Captions show on other TVs not connected to this Apple. I have restarted both Apple and modem but still no captions on any programs on any apps. I have a Samsung tv connected to the Apple 4K which is directly connected to the modem via Ethernet cable.

I might also add I have only had this model for two months and it keeps disconnecting the remote. I found how to fix that issue but it is getting to be a problem having to reconnect the remote on multiple occasions and now the cc loss.
