Macbook 2015 Reset

My grandmother got a macbook pro 2015. We decided to do a factory reset and whoever was helping her with it earsed all the utility disk that were on there. When they went to finish the rest it shut down the laptop and when we try to restart shows us a circle with a slash. Then we get an earth with a ! on it. We hold command R like we've seen in videos but won't let us do anything without an internet connections. Then we held option showing us OS X Base System with choose network but no networks are shown. Then when we try putting in the address it loads endlessly on enter password. We tried everything on all the videos we've watched and at this point starting to give up. If any help can be offered it would be very much appreciated


This is the screen I was talking about. No wifi options showing as seen here. We've moved closer to router. Restarted router. Tried using hotspots. Even moved too laptop to different household.

Do you have access to another Mac?


Then make a usb drive that is bootable How to create a bootable installer for macOS - Apple Support


And boot the MacBook from that one (hold option at startup, select the disk) and install Macos at that way
