Brother passed away and his Apple ID has been disabled

my brother passed away 2 years ago and I only know his Apple ID, it has been disabled and needs to be reset to unlock his phone. The issue I am have is that it does receive his birthday so I can answer security questions, I have no other ideas on how to unlock his phone- I also wondering if someone has any advantage to help me. Otherwise his barely used iPhone 11 is a brick.
