Apple Watch and Emergency Calls or Texts?

Hello,

A tech support person has told me that the Apple Watch will send texts to 911/emergency services. But apparently, the FAA has not approved texting universally. If my 911 dispatcher does not accept texts, then what is the use of the Apple Watch for emergency situations? Does anyone have experience with this?
