Blood Oxygen App not working in Apple Watch series 7

I am unable to use blood oxygen app in my Apple Watch series 7. Im getting attached error while clicking the app.

After doing all setups, when i click on blood oxygen app in watch series 7(watchos09) , still am getting below error

What happens when you open the blood oxygen app on the phone?.

Is it turned on in the watch app?
