Apple unable to verify my identity

Apple will not let me send or add a card without my identity verified but they are unable to verify my identity. Is there any way to fix this ?

Credit Card Verified on iPhone isn't verified on Mac. Locked Apple ID If Apple ID is locked for security reasons, and to verify my identity its asking for my CVV of my credit card that can only be accessed if I sign into my Apple ID. Is there any other way to verify my identity? It is impossible to add my Apple Card to my Wallet without signing in to my Apple ID. I can not wait 25 days. Can someone give me solutions and options?

Do you have a state ID?
Does your ID information exactly match your Apple ID information?
What other information was provided?
Are you in the USA?
Are you at least 18?
