Why the macOS Monterey download is 2.48 GB instead of 1.59 GB.

Find a non-metered connection and apply the 12.6 update. If you wait until October and Ventura is released, software update will only offer Ventura, and you will need another approach to get Monterey 12.6.
As @ Viking OSX suggested
To Add, local Library, Coffee Shop, friend, Relative and or another Qualifying Computer to download the Full Version of Monterey 12.6 on that computer.
The with a reliable USB Drive Copy and Paste or Drag and Drop to " Install Monterey " located in Applications folder to the External Drive.
Move the External Drive to your computer and reverse the above process Drag and Dropping the " Install Monterey " Application into the Applications Folder of your computer.
Just launch it like any other Application and follow the prompts
Did it install OK and are you currently running without problems? If so it's a moot question. Just make sure the installer has been deleted automatically and is not in either your Downloads folder or the Applications folder. Other than that, carry on and enjoy.
If you have an Apple store near you that would be an excellent place to download and install Monterey.
Yes it may Start by saying 2.48 GB but once it really starting downloading the number may change as you have experienced.
Regardless of size ( unless using a Metered Connection ), if it downloaded successfully and installed successfully - that is all that matters does it not
hi yea I got my new MacBook Pro16 and I trying to download an file on the canon Eos website and if wouldn't let me as I on macOS Monterey 12.6
as its no macOS Monterey 12.6 on dropdown to pick

Who said the update was supposed to be 1.59 GB versus 2.48 ?
When I updated two Apple Computers from Monterey 12.5.1 to version 12.6 - the update was not 1.59 GB but larger
When the download process started 2.48GB came up as the actual update size.

That is true. Of course size matter because I’m on a metered connection at the end of the month.
If Ventura comes out shortly I'll pass Monterey 12.6. I think Ventura will be available in October.
After all there is no rush.

Personal choice and can not fault that especially has ones' internet is over a metered connection.
Though, even with the up coming Ventura macOS 13 on the horizons, the usual conservative approach is to wait for at least a 13.1 or 13.2 update before the OS becomes more solid. There are always bugs to be ironed out
