Can't Connect to Unsecure WiFi Networks?

I have not read one workable answer to the problem of wanting to connect to unsecure wifi networks and iPhone/iPad won't let you. It should be my risk and not up-to nanny Apple to stop me. For example, I want to use my iPhone/iPad in places like Hospitals. There are no sign-up's or passwords needed or anything like that on these networks in the UK.
