Location of Apple Watch SE not updating

My son has an Apple Watch SE that is connected to my iPhone, but his watch uses his Apple ID. Sometimes the Find My location works great and shows me as he’s traveling on the school bus or where he is in the neighborhood. But other times, like right now, the location refuses to update. It hasn’t updated in 4 hours and despite appearing to refresh, it won’t give me an updated location or time. In the attached photo, you can see the actual time is 2:14 pm, but his watch location is stuck at 10:33 am, when he was home. The watch was charged when he left the house at 11. How can I get the app to refresh the location? Thank you!
