Stollen Apple Watch series 4 gps+cellular

I have an Apple Watch series 4 gps cellular model but I do not currently have a cellular plan active on my watch. My watch has been stollen. I have marked my watch as lost/stollen on my app on my phone. How does this do anything without being able to connect to the watch? Can Cellular be activated without having the watch so it’s location can be accurate instead of showing it’s location where my phone is?
