Most people organize by date. I have a folder for 2011, for instance, with albums in it for specific events like "2011 Feb Birthday", "2011 July 4 swimming with family", and such, as well as folders like "2011 Cat" or "2011 Various" for things that are not specific enough to deserve their own album. Of course, pictures can go in more than one album, so I have, outside of the year folders, albums like "Wife's Old Family Pics" which won't contantly change (since they're all dead.} I also have smart folders for things that may change, like "Framed Prints" or "Recent Scans."
I keyword each picture with the name of the album it's in, sometimes more than one. With a lot of pictures, keywords are really important to help you find the one you want. I might want that neat picture of my wife with her guitar in someplace that may or may not be in Northern California. I've keyworded all the pictures for wife and guitar, so I can make a smart album for wife, guitar, not her band, to reduce the ones to look through. You do what you can...
