i bought a new iphone for myself and moved my icloud to the new iphone and exited the old one, now i don't know how icloud on the old iphone is not working and blocked

If you are no longer logged into your iCloud on the old iPhone it wouldn’t work. Unless I’m completely misunderstanding what you are saying is your issue. Is the old iPhone not working with a different iCloud account you are trying to set it up om?
I can’t translate the language on the photo shown but is the issue that you’re locked out (or someone is) because the wrong password is being used

no it didn’t work… there are written new icloud logine and I don’t remember this icloud name or password
