I received a message on my iPhone indicating "iPhone Storage is Almost Full". It is directing me to select the "clean memory" link, where I then am asked to Install Smart Cleaner app. This app wants me to delete a bunch of photos. However, I'm paying $.99 a month for extra storage.

It is a legitimate app on the app store but that is kind of a sleazy way to sell it.
You are paying that money for extra iCloud storage, not storage on your iPhone. Go to Settings > iPhone Storage and see if any suggestions are available to clear out some space.
