Hi! I've renewed my Apple Music subscription which I cancelled back in 2020 and all my music is gone. Tried syncing my library with iCloud but nothing changed. Is there any chance to get back all the playlists and songs?

Sure, that is clear. But I'm not interested in the downloaded tracks, rather in the cloud copy, just the list of tracks.
I've noticed that Apple Music saved my listening history from the 2020, also it saved playlists "Your top songs by year" — these are visible in my renewed subscription. So there are certain lists they actually store.
It just isn't clear I can't restore all the tracks from library.

No. When the subscription is cancelled all Apple Music subscription based tracks and playlists are removed and cannot be recovered except by manually recreating them.
You don't own this music, and there is nowhere to keep it stored if the subscription is not active.
No, you cannot restore all the tracks from the library. It may store certain history based in what you listened to, but it does not store the library and there is no way to get it back after cancelling the subscription.

It does. All Apple subscriptions automatically renew unless manually cancelled or there is an issue with the payment method, and it cannot be charged.
