Apps can be removed from the home screen without being deleted. Go to the App Library (swipe left past your last home screen). From there you can touch and hold an app and slide it left back to the home screen.

If it was deleted, see the following from Delete built-in Apple apps from the Home Screen on your iOS 14 or later or iPadOS device or Apple Watch - Apple Support

Restore a built-in app that you deleted

  1. On your iOS or iPadOS device, go to the App Store.
  2. Search for the app. Make sure that you use the exact name of the app.
  3. Tap
  4. A cloud with an arrow pointing down from within the cloud.
  5.  to restore the app.
  6. Wait for the app to restore, then open it from your Home Screen.

Have you checked all Home pages?

Checked inside ALL folder icons on your iPad and in the Dock?

Is the iOS/iPadOS Notes app Settings still listed in the Settings app.

Have you tried a search for the Notes app in the iPad search bar?

Can you, please, confirm what year and model iPad do you have/own?

The “A” model number can be found on the aluminium back of your iPad, in very small print, right under the larger bold print “iPad” on the back of the iPad.

What iOS/iPadOS version is this iPad, currently, running?

What is the rated, internal data storage space/capacity of your iPad model and how much of this free, internal data storage capacity is left inside of your iPad model?

All of that additional info can be found in the Settings app, General settings panel, About.

If your iPad is running iPadOS 15, have you checked the App Library at the end of all of home screen pages?

Please try to make an attempt to answer all questions asked.

Thank You.
