Fatal Flaw in Parental Controls

I need to find a way to plug a hole in content restriction on a family iPhone. We have a list of approved websites, but Safari allows you to view any PDF file on any website. So, you can add “/1.pdf” to the end of a URL, like

http://www.twitter.com/1.pdf

and from there browse around the site as much as you like.

Is there a way to fix this?
