I updated Yosimite to Mahave. Is there a pecking order to updating the OS? Can you get to the latest OS?

It depends on your MacBook Air model (Year) which of the MacOS versions can be installed:
How to Identify your MacBook Air model – Apple Support
NB MacBook Air models 2015 and newer can upgrade to the latest macOS (Monterey).
The newest compatible operating system for models older than 2015 is listed under each model

Something to consider:
The most recent MacOS versions ie: Catalina, Big Sur, Monterey, all upgrade to 64 bit software.
This means any third-party (non-Apple) apps which are 32 bit will be incompatible with the Mac OS.
(ie: would need to check if 64 bit versions are available to update any 32 bit apps
or
use the uninstaller(s) from the app developer(s) to ensure 32 bit app removal..
The older Mac OS versions (before Catalina) use 32 bit software.

Go to the Apple Menu > About This Mac to see exactly which Mac you have, then find out if it is compatible with a newer OS here: https://eshop.macsales.com/guides/Mac_OS_X_Compatibility
Then go here to download the appropriate OS: How to download macOS - Apple Support.
Before upgrading, backup, check apps and peripherals for compatibility with whichever OS you decide to upgrade to.
Catalina, Big Sur and Monterey will not run 32 bit apps, so download Go64 and scan your Mac to see which of your apps are 32 bit and will need to be upgraded/replaced: https://www.stclairsoft.com/Go64/
Some apps may be 64 bit but still not run on a particular OS; you can check them out here: https://roaringapps.com/apps
