my apple tv device doesn't allow me to sign in with my apple id, how can I fix it?

Did you create a new Apple ID account for this? Did you add full user details, a home country, a verified email address (respond to test message), and a payment method?
Sign into iTunes or into an Apple device to get messages about what is off/missing about it.
Edit the account details on the web at Manage your Apple ID - Apple.
Else contact Apple directly. Apple ID support - Official Apple Support.
