External Editors app on Mac

I used to edit RAW (.cr2) files on iMac with Photos > Edit > External Editors > Photoshop > Camera Raw. If the raw/jpeg pair was set to "use jpeg as original", Photoshop opens a jpeg file. When the photo was set to "use raw as original", the file would open in Photoshop's Camera Raw as .cr2 for editing. This appears to have gone away and now Photoshop opens either file in the pair as a jpeg.

External Editors seems to be the culprit and I'm curious as to why this extension is required now. The support is nonexistent but it's the only conduit to Photoshop as an external editor from the Photos app (unless you right-click the image but still no raw edit). It seems like the external editors app can be circumvented via those apps listed by Apple in the App store, but Photoshop is not one of them. Photoshop's Camera Raw is a good editor and raw files offer the most flexibilty so it's frustrating when functionality disappears. Am I missing something?
