I'm from Caracas, Venezuela. I want to make an online purchase and ship the article to my courier in Miami, Fl 33166, they will bring it to me to my country. I want to ask for a tax refund since I don't reside in the US and don't pay taxes. How can I do it?

To my government? How my government can refund an US sales tax?
I obviously will pay import duty to my government taxes administration.
I use to buy online from other stores like Amazon, they have a sales tax refund procedure for customers from abroad.
That's why I'm asking.
US Apple online sales are only for US customers with a US credit card with a matching US address. The have rules against shipping to shipping forwarders. They do charge tax for the jurisdiction sales tax depending on where you are. In your case that would include Florida and Miami sales taxes of 7%. Apple cannot waive this nor refund it.
When you buy in the United States you pay United States taxes. If your Government feels you should get a tax refund they will provide you the refund. Ask them. If they charge you an import tax they should refund any other tax you paid.
On an iPhone you actually pay state and local sales taxes there is no United States tax. Note the OP is in Venezuela, seriously doubt they will refund the sales tax. In fact I don't know of any government that does.

Yes I know a purchaser pays State and Local taxes. Many purchasers also pay GST or VAT. I've lived in countries where uppn return you have to declare out-of-country purchases. The country-of-residence then refunds or adds taxes as appropriate. I used the term "United States" rather than trying to guess a specific State or local community.

Ask your Government for the tax refund. Be prepared to pay the import duty if required.
State sales tax will be charged for Miami and you will not get this back from Apple. Also if Apple is aware of your shipping forwarder in their files they will cancel your order.
