Stuck in regions on new iPhone

I have a new iPhone the set-up process from new to old phone didn't work, now I am back to the set-up screen and can't get past the region

iPhone 11 Pro Max stuck on select country or region screen I am giving away my iPhone 11 Pro Max to my grandma so I erased the iPhone and installed the move to iOS app on my grandmas Android. After that I went to setup the iPhone and couldn't get past the select country or region screen. It just gets stuck on the country I selected. And if I leave it for a while, it just goes back to the hello screen.
