How to stop Safari from downloading a page instead of opening the page associated with a login button

How do I stop Safari from starting a download when clicking on login button? It just downloads a page named "authorize" with the following message: "An instance of UserEntityInterface should be set on the AuthorizationRequest". It is happening intermittently on multiple sites's login buttons.
