How to stop Safari from downloading a page instead of opening the page associated with a login button

How do I stop Safari from starting a download when clicking on login button? It just downloads a page named "authorize" with the following message: "An instance of UserEntityInterface should be set on the AuthorizationRequest". It is happening intermittently on multiple sites's login buttons.

Thanks!

Please review all the steps in If Safari on Mac doesn't open a webpage or isn’t working as expected - Apple Support. Some of them will appear to be inapplicable or trivial, but others may lead to a resolution.
