Icloud locks

Hi all, I've recently started a phone repair company in the Uk, I've been offered many iPhones with iCloud lock from customers who have forgotten their sign in details or username etc, as a registered business, if I buy them and provide proof of purchase for these phones will Apple be able to unlock them for me so I can refurbish them or do Apple have a buy back initiative?
