IOS 16 doesn't show up for download on my phone. I have a IPhone 12 mini, so i know it's compatible.

It is compatible.

If you’re being told that 15.7 is the current version, that would indicate you have a beta profile for ios 15 installed.

Remove it, reboot your phone, then try again.
