Sorry, but if you want to have it not be disabled, you need to contact Apple Support. There is no other way.
You may not be able to do it via chat.

Changing your password won't help. As noted in my previous reply, you need to contact Apple Support. Click on the blue link below from the support article previously referenced:
If you see a message that says "Your account has been disabled in the App Store and iTunes," contact Apple Support for help.
I already changed my password and the problem still goes
It doesn’t work. I tried contacting them but I can’t get the option for a chat
My Account is been disabled, I need help
