This may depend upon the carrier you choose, and their financial arrangements.

Perhaps chat with a carrier you are familiar with, and trust, about possibly setting this up. to suit

You may need to be guided by their needs / methods of payment / accounting procedures.

or

If the parent has an internet account, it may be possible to change to a bundle that includes iPhone.

(In some countries there are special inexpensive deals in place especially for seniors.)

iPhone an Assisted Living:

Ask for assistance from faulty and from fellow residents. Such places have a faculty member that is made for technical services.
