Unfortunately, yes, this is a hardware issue.

If your Mac model is on this list, Obtaining service for your Apple product after an expired warranty - Apple Support, it most likely cannot be repaired, unfortunately. It would be best to look for a new Mac: Mac - Apple.

Unfortunately, you cannot upload a video, but a photo will work just fine.
