If I purchased from a third party and they won't tell me if they know the apple id is their a way to get unlock?

If I purchased a phone from a third party and I cannot get the seller to respond to me is there anyway to find out who the owner of the phone I purchased is. If there was I would contact them to see if the phone is stolen or found from being lost and return it to them or if they did not want it anymore get them to login into it to unlock it for me.
