I purchased the extra iCloud storage when I purchased the new iPhone14 and backed up my old iPhone into the cloud. When setting up my new phone all of my photos did not transfer to my new phone.
How to retrieve photos from iCloud

Any photo that you synced with iCloud will download to your new device. Check on the images at iCloud.com/photos.
If you did not enable iCloud Photos, pictures will be part of your device backup that you used to set up your new phone.
