If I buy iphone from Dubai, will it have FaceTime if I m using it outside Dubai say USA or India

Probably not. Buy the device in the country you intend to use it in so it has all the features you want.

Yes, if it's running 13.6 or newer. Note that you'll likely be denied warranty service on it.
